State Level Commercial Motor Vehicle (CMV) Fatality Rate per 100 Million Truck and Bus Vehicle Miles Traveled

The 'State Level Commercial Motor Vehicle (CMV) Fatality Rate per 100 Million Truck and Bus Vehicle Miles Traveled' report provides a commercial motor vehicle fatality rate for each State over a period of several years. (Commercial Motor Vehicles represent large trucks and buses.) The Fatality Rate is equal to the "Number of fatalities involved in commercial motor vehicle fatal crashes" divided by the "Adjusted CMV VMT" multiplied by 100. Fatality Rate figures represent Fatalities per 100 Million Truck and Bus Vehicle-Miles Traveled.

This report was produced based upon the data published by USDOT/Federal Highway Administration's Annual Highway Statistics Series. Data from the PS-1 and the VM-1 tables from this Series were used to calculate the 'Adjusted CMV VMT' using the following methodology.

USDOT/Federal Highway Administration's Annual Highway Statistics Series: Data obtained from the PS-1 table: Selected Measures for Identifying Peer States includes the annual vehicle-miles of travel (in millions of vehicle-miles) for each state, and the percentages of large truck and bus VMT for each state. Data obtained from the Section V, VM-1 table: Annual Vehicle Distance Traveled in Miles and Related Data includes the National 'Rural and Urban VMT' for large trucks and buses (in millions of vehicle-miles).

Table PS-1 shows the State VMT reported through the Highway Performance Monitoring System (HPMS). The HPMS State VMT data have been adjusted by FHWA to reflect the National VMT total for each vehicle type (VM-1 table). The figures published in this report represent the HPMS figures adjusted to reflect the FHWA's estimation procedures.

The FHWA data and a more detailed explanation of the methods used by FHWA to calculate 'Large Truck and Bus' VMT can be obtained from the FHWA Office of Highway Policy Information's web site.

The 'Adjusted CMV VMT' is calculated as follows:

Step 1:

Calculate 'Truck and Bus VMT' by multiplying the Rural and Urban Annual VMT columns times the Rural and Urban Annual Percent Trucks* columns, respectively, from the PS-1 table. This results in individual state 'Truck and Bus VMT' totals (A). (*Note: Percent trucks includes buses, single-unit trucks with at least 2 axles and 6 tires plus combination trucks.)

Step 2:

Sum the State 'Truck and Bus VMT' totals calculated in Step 1 to determine the 'National Total of Truck and Bus VMT' (B).

Step 3:

Calculate the 'Percentage of Truck and Bus VMT' of the National VMT total for each State by dividing Step 1 by Step 2.
For example:
'State of Alabama's Truck and Bus VMT' (A) / 'National Total of Truck and Bus VMT' (B)
= 'State of Alabama's Percentage of Truck and Bus VMT of the National VMT' (C).

Step 4:

Sum the Total Rural and Urban: (1) Single-Unit 2-Axle 6-Tire or More Trucks, (2) Combination Trucks, and (3) Buses columns from the VM-1 table to determine the 'Truck and Bus Adjustment Factor' (D).

Step 5:

Calculate the 'Adjusted CMV VMT' for each State by multiplying Step 3 times Step 4.
For example: 'State of Alabama's Percentage of Truck and Bus VMT of the National VMT' (C) X 'Truck and Bus Adjustment Factor' (D)
= 'State of Alabama's Adjusted Truck + Bus VMT' (E).

 
Definitions
Fatality - the number of fatalities involved in Large Truck and Bus fatal crashes.
Fatal crash - a crash where one or more persons dies within 30 days of the crash. The fatality does not have to occur at the scene of the crash. It includes any person involved in the crash, including pedestrians and bicyclists, as well as occupants of the passenger cars, trucks, and buses.
 
FHWA:
Large Truck - all vehicles on a single frame including trucks, camping and recreational vehicles, motor homes, etc., having at least two axles and six tires.
Bus - all vehicles manufactured as traditional passenger-carrying buses with two axles, six tires and three or more axles. This category includes only traditional buses (including school buses) functioning as passenger-carrying vehicles.
 
FARS:
Large truck - single-unit large (i.e. GVWR>10,000 lbs) trucks, single trailer combination trucks, truck tractors and multiple trailer combination trucks.
Bus - large motor vehicles used to carry more than 10 passengers, including school buses, inter-city buses, and transit buses.
